The propensity for higher education reform is international and reforms have a simultaneous effect on all countries concerned. Since the beginning of the 21st century, the University Corporation system has been established in Japan, and in Finland the expansion of higher education autonomy has been evident. Japan has a vast private university sector whereas in Finland, the expansion of higher education has focused on the universities of applied sciences. These have been persistent themes since the turn of the century in both countries. This book provides an overview of the changes taking place in the higher education sectors in Japan and Finland. The articles deal with higher education from the perspectives of finance, legislation and comparative analysis.
