Helsinki catch - European Security Accords 1975 is a description of Finland´s involvment in the Conference on Security abd Cooperation in Europe. The book covers the period of the CSCE until the opening up of Eastern Europe in the early 1990s. An effort was made with detente to overcome the issues that had been left open following the Second World War. The dead-end represented by the occupation of Czechoslovakia in 1968 hastened the process of dialogue. During the course of the Dipoli and Geneva negotiations of 1972-1975 cooperation gradually took the place of ideological struggle. The CSCE´s work extended into the area of military security with the Stockholm Conference of 1984. With General Secretary Gorbachev´s reform policy a new faith in the CSCE´s expectations developed at the Vienna follow-up meeting of 1986. The threat of force had given way to a fresh dialogue. In 1989 the East, West and neutral countries decided to return to the source of the Helsinki Spirit in 1992. Europe was the on the verge of wholly new challenges and surprises. Markku Reimaa was involved in the CSCE process as a member of the Finnish delegation in the 1970s and 1980s. From 1997 to 2005 Reimaa was ambassador with Finland´s representation at the Geneva-based Conference on Disarmament.
